The latest version of the lens is the EF-S 18-55mm f/3.5-5.6 IS STM lens. Notice the "STM" at the end of the full model number. The "STM" lenses use Canon's latest auto focusing motor technology, which is much faster and more accurate than your current 18-55mm lens. In other words, the camera body is missing the focus, not the lens. Focus is blowing by so fast, that the camera misses it. I know I have had similar problems using STM lenses on my T5 with the EF-S 24mm STM and the EF 50mm STM. The first thing I noticed about either lens was how fast they focused compared to the kit 18-55mm lens.
Thanks for the feedback. I guess I left a couple things out. I put multiple lenses on the same body. Basically I played musical chairs with the lenses and bodies. Other lenses work on thar body and the other but the problem lens does not work on either. Also I did not mention that it mechanically
too close to subject - lenses have a minimum focus distance, which should be listed on the lens. low contrast - the AF system needs to have a high enough contrast subject that it can tell where the edges of objects are. Also, at the settings used in your example (f/10 and 5mm lens) the hyperfocal distance is 52 ft.
